America's electrician shortage runs far deeper than data centers alone

Rahm Emanuel, serving as US Ambassador to Japan, puts a number on a labor shortage that most infrastructure discussions leave vague. The United States is already 500,000 to 600,000 electricians short for data center construction alone. Broadband infrastructure needs an additional 150,000 on top of that. These are not the same pool of workers, and they are not competing for the same projects. Treating them as one aggregate shortage misses what is actually broken.
The data center deficit has received the most attention, driven by the visible pace of artificial intelligence infrastructure spending. But the broadband shortfall is structurally distinct. Broadband buildout is geographically dispersed, often in rural and underserved areas where labor markets are thinner and project timelines are longer. A shortage concentrated in those regions does not ease simply because urban data center work slows down. The workers are not interchangeable, and the locations are not close.
What Emanuel’s numbers expose is a supply chain problem that sits upstream of any particular infrastructure program. Federal funding for broadband expansion has been allocated, but the constraint binding actual deployment is not capital. It is licensed, experienced electrical workers in the places where the wire needs to go. Authorizing more spending into a labor-constrained market does not accelerate construction. It bids up costs and extends timelines.

The broader context around Emanuel’s claim matters. The United States is operating in an environment where multiple structural deficits are compounding simultaneously. Luke Gromen, founder and president of FFTT, LLC, notes that entitlements, interest, and veterans benefits consumed 105 percent of all federal receipts through the third quarter of fiscal 2026. A government running that kind of structural imbalance has limited room to fund the training pipelines and apprenticeship programs that would address a six-figure skilled-trade gap over any near-term horizon.
Jason Levin, Senior Vice President of Engineering at Anduril Industries, describes a related mismatch in shipbuilding capacity, where China can outbuild the United States 230 to one by gross tonnage. The shipbuilding gap and the electrician gap are different problems, but they share an underlying pattern: decades of underinvestment in industrial workforce capacity have left the United States short of the skilled trades needed to build the physical infrastructure its strategic ambitions now require.
The broadband figure is worth isolating precisely because it is so specific. Aggregate workforce shortage numbers are common; disaggregated figures tied to a particular infrastructure category are rarer and more actionable. A 150,000-person deficit for broadband electricians is a number that training programs, community colleges, and state labor agencies can orient around. It is also a number that clarifies the timeline problem. Electrician training takes years. Even a well-funded, well-coordinated response launched today would not close a gap of that size before the bulk of broadband deployment is scheduled to occur.
Emanuel’s framing does not offer a solution. What it does is insist on precision where imprecision is comfortable. Saying the country faces an infrastructure workforce shortage is accurate but inert. Saying broadband specifically needs 150,000 electricians, on top of a separate half-million-person deficit for data centers, gives planners something to work with. Whether the institutions responsible for workforce development are organized to respond at that scale, and at the pace the buildout demands, is the question the number leaves open.
