What is SPR?

SPR

The SPR, or Strategic Petroleum Reserve, is a government-held emergency stockpile of crude oil that the United States can draw down to cushion supply shocks. Discussion of it in 2026 centered on the pace of depletion and on proposals for a privately financed analogue.

How it developed

  • May 2026 - An unnamed speaker warned that continuing the pace of SPR drawdowns seen in the first month would bring the reserve to minimum operational levels around the midterms.
  • Aug 2026 - Shayle Kann said roughly a third of a dramatic curtailment in Chinese imports reflected Beijing deferring or destroying demand, a third destocking, and a third simply not adding to an already very large SPR for oil.
  • Aug 2026 - David Friedberg put the scale of the SPR at on the order of 24 million barrels.
  • Sep 2026 - Audrey Robertson described Project Vault as a civilian SPR: a voluntary stockpile financed by the Export-Import Bank and private individuals, not a government-owned or government-dictated reserve.

Company & tool watch

Project Vault is a DOE-backed civilian critical mineral stockpile financed by the Export-Import Bank and private companies, modeled as a non-government-owned SPR equivalent.

“We're trying to allow, or I should say Project Vault would be, I think if you're trying to draw the parallel to an SPR, it's like a civilian SPR. This is not a government owned and government dictated reserve of any kind. It is a voluntary stockpile financed by the export import bank and private individuals, private companies to help companies in the United States reserve the resources they need for the coming decade.”

By the numbers

China's import curtailment during the Hormuz closure broke down roughly one-third demand deferral or destruction, one-third destocking, one-third pausing SPR additions.

“Roughly a third of that dramatic curtailment in their imports was the Chinese deferring or perhaps destroying demand. roughly a third was detocking in some way. and then roughly a third was just not adding to the already incredibly large SPR for oil.”

SPR drawdown at its current pace would hit minimum operational levels around the November 2026 midterm elections.

“If you continue at the pace we've been doing in the first month plus since they've started drawing down the SPR, it basically gets you to the minimum operational levels right around midterms.”

The US Strategic Petroleum Reserve is down to approximately 24 million barrels.

“I want to say this on the order of 24 million barrels in the SPR.”
